Should Barney Frank accept some blame for the meltdown?

Everytime this guy is on TV he just goes on and on about how none of this mess is his fault. He does not even answer the question - he just starts in on the GOP. This happened on his watch. Should he accept some responsibility for this(or at least his part in Freddie and Fannie). He sounds like a child fighting with a sibling with his constant blabber towards the GOP.
