Hot water pressure water repair?

my recently bought a model: jop41-435 seghw 3500-3.8 and the kerosene heater for the water is not activating. the igniter is not activating the fuel and we still have cold water. he's trying to start a car detailing buisness. and we can't get it to work. please help.
