Can the State remove kids who're asthmatic from their parents if the parents smoke around the kids in the home?

And if not, why not? Just a scenario. I don't know anyone who does smoke around asthmatic children but what *if* they did - would that be considered parental neglect or child endangerment or something like that? We smoke, I'm asthmatic but still smoke (but as an adult that is a decision I make for myself fully knowing the consequences) but if we had kids and presently we don't, we wouldn't smoke around them, asthmatic or not. Thanks.
